1.          Failing to exercise due diligence in checking the accuracy of the information provided by job-seekers

2.          Failing to draw up service agreements with employers

3.          Failure to provide payment receipts to employers.

4.          Failing to provide a copy of Standard Employment Contract that has already been signed by the employer for the employer's retention.

5.          Failing to have reasonable knowledge of the legal provisions relevant to the operation of employment agencies, including but not limited to Employment Ordinance and Employment Agency Regulations

6.          Failing to ask employers to acknowledge receipt of the publications and sample forms as listed in the CoP, and to confirm that they have been briefed about their rights and obligations in full and understand such in writing

7.          Failing to keep records relating to the dealings with employers including acknowledgement from employers regarding the receipt of the signed Standard Employment Contract, etc.

8.          Failing to provide the signed original of the employment contracts between employers and job seekers to the employers

9.          Failing to include all required items in payment receipts provided to employers

Some of the most basic yet critical violations include " Failing to draw up service agreements with employers and " Failing to provide payment receipts to employers," each appearing twice, indicating that even the simplest aspects may be overlooked.
