Recently, there have been reports of foreign domestic helpers (FDHs) stealing money from their employers' homes, raising public concern. One case involved an FDH allegedly stealing over HK$200,000 in cash from her employer’s safe in Happy Valley. In another case in Singapore, an FDH reportedly stole money and then falsely reported a burglary to cover her actions.

For employers, these incidents are not just about financial loss, they can also impact household safety. Prevention is always better than dealing with problems after they arise. Below are some practical tips for employers to reduce the risk, and advice on what to do if such an incident occurs.

 

What Should Employers Be Aware Of?

1.      Don’t keep large amounts of cash at home

Many people store some cash at home, especially in a safe. However, this is not always secure. It is better not to keep large sums of money at home and avoid letting your FDH know where your safe is or the password.

2.      Install CCTV for better home security

Installing CCTV can improve home security. However, under Hong Kong’s privacy laws, you must inform your FDH if any cameras cover areas where they work or rest, and post clear notices.

3.      Watch for suspicious behaviour or claims

If an FDH suddenly reports a burglary but there is no sign of forced entry, or if they claim only their belongings are missing, stay calm. Check for any signs of tampering before making conclusions.

4.      Be extra careful with vulnerable family members

If elderly family members or those with dementia are being cared for by your FDH, be careful with their bank cards and passwords, as they may not notice if money is missing.

5.      Secure valuables and important documents

Items like jewellery, official documents, cheques, and bank records should be kept out of sight and not entrusted to your FDH. Regularly check household valuables as well.

 

What To Do If You Suspect Your FDH Is Stealing?

  • If you suspect your FDH of theft, handle the situation calmly and avoid confronting or searching them directly, as this could break the law. Here’s the proper way to handle it:

  • Report the matter to the police and let them investigate.

  • Inform your FDH’s employment agency and keep a record of the incident.

  • If your FDH is convicted, under the Employment Ordinance, you can terminate the contract immediately for “serious misconduct” without paying compensation in lieu of notice.

  • However, under the Standard Employment Contract, you must still cover their return flight ticket and travel allowance.

 

How Can Domestic Helper Insurance Help?

While Domestic Helper Insurance cannot prevent theft, many comprehensive policies include a temporary cash allowance benefit.
